科技型中小企业技术创新基金是经国务院批准设立，用于支持科技型中小企业技术创新的政府专项基金。通过拨款资助、贷款贴息和资本金投入等方式扶持和引导科技型中小企业的技术创新活动，促进科技成果的转化，培育一批具有中国特色的科技型中小企业，加快高新技术产业化进程，必将对我国产业和产品结构整体优化，扩大内需，创造新的就业机会，带动和促进国民经济健康、稳定、快速的发展等起到积极的作用。
